Dear Township Officials:
This is to alert you that HB 521, which creates Local Government
Commission to study the structure of local governments is scheduled for
a possible vote in the House Local & Municipal Government & Urban
Revitalization Committee next Thursday, May 8, 2008.
The OTA has testified in opposition to the bill due to the lack of
specificity in the charge given to the Commission and the fact that the
charge does not include the State government and the lack of specific
local government representation on the Commission. Mike's testimony is
attached for your review. I have also attached the testimony of Chester
Jourdan, Executive Director of the Mid Ohio Regional Planning Commission
(MORPC), as he provided the House Committee with excellent testimony
yesterday that encourages the House Committee to alter HB 521.
Finally, I have attached a HB 521 letter from Union Township in Miami
County that was sent to legislators. This is just a sample letter and,
should your township wish to send a letter on HB 521, please tailor the
letter to your township. Put in examples of how you collaborate or
cooperate with neighboring entities and the importance of local
government in your area.
The OTA strongly encourages you to contact your legislators and those
that are on the House Local Government Committee. Urge them to vote no
on HB 521 or, at the very least, amend the charge given to the
Commission and the actual make-up of the Commission.

The Local Government Commission, pursuant to HB 521, is charged with
studying, but not limited to, the following things:
to achieve efficiencies and cost savings for taxpayers;
by the constitution or the laws of this state to levy a tax of any kind
and of local government units, including schools and libraries, to
reduce overhead and administrative expenses;
functions of local government to achieve cost savings for taxpayers; and
necessary to reform and restructure local government to increase the
efficiency and effectiveness of local government operations and to
achieve costs savings for taxpayers.
